华埠联盟协会公开反对特别服务区SSA

  8月9日,华埠联盟协会特置公开信称,华埠社区极力反对由芝城华商会建议之特别服务地区税项和发出公开信反驳倡议人Ernest Wong。

芝加哥华埠各业主、居民及选民

反对华商会在华埠推行特别服务税

亲爱的华埠各业主及选民,

   是次我们撰写此公开信主要是反驳欲在华埠推行特别服务税之倡议人Ernest Wong 先生日前的言论。首先在此声明,黄先生并非华埠居民,他没有在华埠拥有任何业,亦并未曾缴付过此项税务之税款。

   黄先生日前指出他对芝加哥市及华埠在建筑设计上所作出的贡献,例如谭继平公园、舍麦路街景、兴氏学校、华埠图书馆等项目;实际上这些所谓的“贡献”只是他建筑公司部份的业务,而这些“贡献”更是在收取数以千计美元的专业服务费的结果。究竟他所作出的“贡献”是纯粹为华埠谋福址又或是为其个人及其党羽谋求丰厚的利润?

   黄先生既非华埠广场内任何单位的业主,没有法律赋予的权力去查阅华埠广场商联的财务报表,但竟然对该会的财务状况作出无稽的指控实有欠理据并欠公平?华埠广场内的业主若对该会有任何问题均可在办公时间内到办事处查询。

   黄先生亦提到特别服务税并非由华商会控制,这是部份事实。推行特别服务税需由芝加哥市政府的严格评核,複杂执行和管理,一旦伊曼纽市长批准,我们的物业税将提升百分之十。

   由于这项议桉是由华商会提出,当这议桉通过而要委任专员时亦会由华商会内自行闭门甄选;有消息传出华商会内有人以此桉专员位置来换取议桉通过,如此公器私用、黑箱作业的行为来盗取我们的税款,对于辛勤及诚实的居民来有欠公允。华埠各业主及居民绝不容许如此私相授受的贪污行为出现。

   毕竟,华埠广场亦有其可改善的空间,但特别服务税亦未能涵括所需,而且广场内物业的售价有升无减,每平方呎售价超越美金500 元,更是一铺难求。

   黄先生鼓励大家到其他成功实行了特别服务税的地区观察。北华埠亚皆街是最佳的例子。在亚皆街的三个很短的路段内有八十间商铺而其中百分之二十五,即二十间是空置的,商户和业主亦非常后悔及愤恼为何当初不反对此议桉而落得如此下场。请问各位这是成功桉例吗?

   大家亦同意华埠有很多改善空间,但由谁牵头及如何推行是需在集思广益及公平公正的大前提下进行才可实际反影业主及居民的权益及意见。华埠是大家辛勤建立而成的社区,我们不应引入令各业主、居民或选民百上加斤的税项,相反我们应该以公开及诚实的态度去处理一切合理及合法的建议,令未来的华埠发展能绽放异彩。

   华商会内各项任命并非由华埠业主或选民选出。他们在华埠既欠代表性更未曾维护大众的利益,华商会的职位全是由朋友或亲属互相任命,这实欠缺代表性。再者,在过往多次黑箱作业及是次在没有任何公开资询的情况下强推特别服务税议桉更令各界哗然!此会在华埠区内的信誉、社区内的法律地位和对人民的道义责任已盪然无存。

   根据上述各点,华商会是一个莫视民意及丧失代表华埠民意的机构。、

   最后顺带一提,华埠社区停车场现被华商会现任及前任董事和委员“私人管理”及营运,阁下是否希望此等人继续任意操控你的税款?我们不应因为少数人拥有太大权力而受到不公对待及威胁,这对民生有太大的影响,亦与现今的民主社会意念背道而驰。

   在此更应感谢黄先生就此事的言论释出的负能量,令我们警觉民意的重要及被篡夺民意的后果。

   敬希各界人仕齐齐加入反对行列,向特别服务税说“不”!

  OPPOSED TO THE SPECIAL SERVICE TAX (SSA) PROPOSED BY THE CHINATOWN CHAMBER OF CHAMBERS

Dear Chinatown Property Owners and voters,

We are writing this letter in direct response to Ernest Wong, an SSA proponent and a person who does not own real estate, pay property taxes or live within the boundaries of the proposed Special Service Area (SSA) in Chinatown。

In his letter, Wong cites many Chicago and Chinatown landscape architecturalachievements such as Ping Tom Park, Cermak Road Streetscape, Haines School, ChinatownLibrary and so on. What he does not say in many instances, his firm was paid many thousands ofdollars for professional services. So the question truly becomes, “Does his support for SSA basedon the goodness from his heart for the benefit of the community, or is the entire proposal a wayfor him, and others,to financially benefit, from service contracts given to them by friendly SSACommissioners?

Wong goes on to make an accusatory statement regarding the finances of ChinatownSquare. Since he is NOT an Owner of any unit in Chinatown Square, he is not permitted accessto records of the Association. The Chinatown Square Association office is located in ChinatownSquare and any legal unit owner can make inquiries regarding the Association’s finances during normal business hours。

Wong seems to suggest that Chinatown Chamber does not control the SSA, which, if you parse those words it is somewhat true. The actual process for implementing and executing theSSA is rigorous, complicated, and administered by the City of Chicago, but make no mistake about it, Chinatown’s Chamber initiated this process and is the only reason we will face an additional property tax increase atop of the 10% increase approved by Mayor Rahm Emanuel。

Regardless of who is selected to be a Commissioner, these individuals will be beholden to Chinatown’s Chamber and will never be independent. In fact, there are confirmed reports that Chamber directors and officers have approached individuals and offered a Commissioner seat in exchange for their support. So that begs the question, if political chicanery has already started, what happens when they have control of your hard earned tax money!!! They are attempting to line pockets, and take control over our Community at the expense of its actual residents and property owners. This is unacceptable。

It’s true, Chinatown Square can use a more effective maintenance program but it’s highly unlikely SSA funds will be made available to address these shortcomings. Yet, despite the problems, Chinatown Square units are selling for over $500 per square feet. That is, if you can find one for sale!!

Wong encourages everyone to visit other SSA neighborhoods. Well, let’s talk about Argyle Street. The merchants and property owners are livid and regret not organizing to oppose the SSA. Today, in three very short blocks on Argyle Street there are 20 vacant stores out of 80 stores. This is a staggering 25% vacancy. Does this sound like success???

We all agree Chinatown can always be improved, where we differ is how to execute that improvement and who should lead the effort? This is our Community, and there are better and more open and honest ways to address any legitimate proposal that does not involve a blanket tax increase at the expenses of our residents, owners, and voters in the area. The residents are the people who have built this community, and who grow with it day by day, into the shining destination for the city that it is。

The Chinatown Chamber of Commerce was not elected by by the property owners or voters of Chinatown unlike our elected officials. They do not represent our voice. They do not represent our interests. Quite the contrary, they were chosen, or self-appointed by friends and cronies to be officers of the Chinatown Chamber. Furthermore, the Chamber lacks creditability, community legal standing and moral authority to act and speak for the majority of Chinatown because of their past actions emanating from their surreptitious attempts and lack of transparency regarding the SSA。

For the reasons stated above, the Chinatown Chamber of Commerce and its corts should be unequivocally disqualified from representing the Chicago’s Chinese Community。

Lastly, the Chinatown “Community” Parking Lot is privately managed and controlled by current and former Chinatown Chamber directors and officers, do you want these same people telling you how much taxes you should be paying? They must be stopped now because too much power in a few hands threatens and usurps the democratic rights of the majority。
